Leveling compound and a rough concrete floor

I've got the job of leveling a rough concrete floor this weekend and was wondering if I should PVA the concrete before I apply the leveling compound? Reason I ask is that last time I tried to use leveling compound on a concrete floor the moisture was sucked into the concrete very quickly and the compound was very hard to work with.

Maybe I'm using the wrong sort of compound. What type should I use?

The bag I've got in the van says to use a primer. It's made by Feb and they recommend using a Feb primer. Not 100% sure, but I reckon PVAing the floor would be better than nothing.
 
If it is latex screed ie you are using a bag of powder and a bottle of liquid (supplied to go with it) then you don't need to prime the floor.
If you are mixing the powder with water then you do need to prime the floor.
