loft conversion to storage room

With the help of a professional builder I have started a loft conversion.
We have built an independent floor and complied with all building regs so far. But to gain height I am not going to comply with the roof insulation regs for a habitable room, which require 95mm of insulation. I am going to use 50mm of insulation and a 50mm air gap. Also, I dont want a self closing fire door. I am applying for a Building Notice to convert the loft into a non habitable storage room using professional drawings. Will there be any problems here, either with selling the house or gaining planning permission?
Also I would like a velux window.

Your best bet is make a rough drawing and take it down to your local building control and they will help you with the best way to overcome it, normally you don't need to make a appointment. I can't see how you can put in 95mm insulation which will blocks the air flow as the back if the roof rafters are 100mm. As you say it's normally 50mm.
