Maytag Spray Arms - Frequent Clogging

The spray arms on my maytag washer frequently get clogged by large particles such as toothpicks, plastic bags, etc.

I know, I know ..... this stuff should be scraped off of the dishes prior to being loaded but:

How does this large debris get up into the spray arm? Should the filter not catch it first?
