microbore - balancing rads

I have read the FAQ re balancing, but they do not seem applicable to microbore . I have two manifolds under bedroom floor which feed all rads. the manifold feeding rads at the rear of the house has 18 pipes so it would be 9 rads.
One rad will not heat up properly. I have replaced the twin inlet with feed/return and fitted thermostatically controlled valve.
It is annoying, I have drained the rad ,flushed it, the pipes fill a bucket so no blockages. It had Fernox in anyway, boiler heats water perfectly( Ideal Standard CF 80 BTU)
Do you balance a micro bore in the same way as a twin pipe system?, if not how please?

any ideas welcome

yes. Have you tried h/w off, heating on, pump on full, all rads off except one that doesn't work?
