Newish plastic units letting in draft

Hi all, We had a new window made and fitted it ourselves. The fame has two bottom openers on it.They seem to be adjusted incorrectly as i can feel a draft coming from around the openers. At a closer look the opener does not seem to be making contact with the rubber seal on the frame. I was wondering if there was a way of adjusting the openers so they pull tighter to the frame when closed, many thanks, Jim.

suspect they have some twist in the frame as in the face off the frame is not flat and level vertically
as in one or more corners are not in line with the face
usual solution move the frame fixings [pack out the hole] forward or back till the opening is in proper contact and fully vertical on the face
