Nightmare walls ... and ceilings!

Brief Synopsis - bought an old cottage that had been empty for 2 years - edge of a valley so the front is 2 story and the back is 1 storey. (Bit damp at the back) The old dear who lived here had an extension put on in the '82...

The problem i've got is - the decorators at the time painted the raw plaster with silk emulsion with no spash coat and then covered the whole house including the ceiling, beams and everything that didn't move on the day in a particularly attractive blown vinal wallpaper and to add insult to injury, every single edge was sealed with mastic!

I've tried seamers - lost most of the wall in the process... won't do that again

I've scraped for England - some of it comes off and comes off down to the raw plaster but leaves bits of paint.

I've sanded the remnants that won't scrape off, but I can see if I skim over this it'll will blister - HELP

if you,re down to the paint then you can use p.v.a adhesive to re-skim the walls and ceilings,
first coat of p.v.a 3&1 or 4&1 mix leave over night to dry (do all wall and ceiling, one room)
when ready to plaster, coat wall or ceiling with a 1&1 mix of p.v.a and wait until it just starts to get tacky
( finger tip testing) then re-skim normal two coat finish,
if there is mastic on the walls then that will have to come off first.
