Paint blistering

Paint on the bathroom wall is blistering but it’s not due to rising damp. If it’s down to condensation and damp from the shower, is there any paint that could seal up the damp after it has dried out?

There are loads of paints out there that will seal the damp stains....but not hold the damp back........you really need to tackle it at the source first.
