Painting an outside wall

I'm finally going to paint an outside wall on my house that has needed doing since I had new windows put in.

When the windows where put in the guys touched up/repaired the plaster or cement type wall and I need to know if I need any kind of sealant or can any give me some tips, what paint is best,
