Painting newly plastered wall & painting over vinyl silk

About 4 weeks ago we had the bottom third of one of our living room walls replastered due to rising damp. The rest of the room is painted in vinyl silk but, since this doesn't seem to be recommended for newly plastered walls, we were going to use "Dulux Natural Hints Matt Emulsion- Jasmine White" instead (one or two mist coats on the new plaster followed by one or two normal coats over the whole room). Unfortunately it seems that painting matt emulsion over vinyl silk painted walls can cause problems with paint not adhering properly or cracking.

At the moment we are planning on applying one or two 50-50 mist coats of Dulux matt emulsion to the newly plastered section of wall and then sanding the vinyl silk painted walls. We would then paint the whole room (mist coated new plaster and sanded vinyl painted walls) with the same Dulux matt paint.

1) Is sanding and then washing with sugar soap the best method of preparing a vinyl silk wall for painting with matt emulsion? It seems you only need to remove the sheen but we are not sure exactly how much to sand. To give me an idea, if you were sanding a 3x4m room with a pole sander and 120 grit sandpaper, roughly how long would you expect it to take?

2) I've seen a lot of people recommend using a mist coat of Dulux Supermatt on newly plastered walls. However, since the area re-plastered is relatively small there would be a lot of the paint left over. Would it be Ok to use a mist coat of the Dulux Matt emulsion instead of the Dulux Supermatt?

Sand down the vinyl paint until it loses the sheen (80 grit green oxide paper).
Sand the edge between new plaster and vinyl, use filler where necessary, let dry and sand smooth.
50/50 watered down dulux, layland or Wickes trade matt white over new plaster.
One coat of dulux, layland or Wickes matt white all over new plaster and vinyl (non watered down).
Two coats of the colour you prefer.
Perfect finish!
