Painting outside 60s garage

I’ve got a 60s garage with asbestos roof.

Can you paint the external walls? They look like broken brick and stones surface.

Do you need to prime them with anything first to seal them ?

Use masonry primer and paint. The main job of the primer is promote paint adhesion.
