Painting Over Bitumenous 'Paint' On Internal Wall

Hi Guys, I hope some of you can help me with this one.
I have come to decorate one of my bedrooms and have found a bituminous paint on two walls including the chimney breast. The house was built in 1913 and I presume the thin bitumen paint was applied many years ago in an attempt to combat flue damp and possibly some damp penetration.
My problem, is what I should paint it with so that I can emulsion the walls. What will adhere to the patchy bitumen? I have searched and come up with two possible solutions, One is Aluminum primer, and the second a diluted PVA solution, which I am thinking is not so good an idea for emulsion to adhere to.
Does anyone know of or advise of a better idea?

Aluminium sealer will seal the bitumen stain fine..but isnt a brilliant surface to emulsion on..you will need a barrier coat first...id go for alkali resisting primer over the aluminium first..then emulsion.

or you could line it with lining paper using a ready mixed paste...rub down the bitumen first to provide a key though

What do I look for when choosing an alkali resisting primer?
Is it possible to give me a product name at all?
I was going to go down the lining paper route initially, but would prefer to just have bare walls due to the room being for a young child. I thought it may look better for a little longer.

Most of the paint companie make it...and its just called alkali resisting primer
