peeling paint on new walls

hi guys - as you can see by the pictures i have peeling paint that is coming off our newly done extension. It seems to be only on this wall which is an internal wall..the room is well heated and ventilated. it is a single story extension on the ground floor. The only thing i can think of is that it on the other side of the wall is our bathroom which has the shower cubicle next to the wall, the shower cubicle is tiled and sealed properly, the shower tray is also sealed properly, ive removed the side panel on the shower tray and looked underneath and it is bone dry no water leaking, why is the paint peeling off in chunks, ive also noticed that there is a film of fine white powdery stuff near the top of the mentioned area. The wall is not wet at all, in fact its dry although its gone a slightly darker colour..any ideas what it is and what i can do ?..even the cental heating pipes have turned green..i ws gonna seal it with some johnsons damp seal and paint the room again...ta

This is normal of penetration damp, the white fluffy salts indicate that at some time wetting has occurred and the wall is going through a drying out period.
You say new extension, were these walls newly plastered, what period of time was left before painting?
You may have to brush salts off and neutralise wall.

yes the walls were newly plastered..we left them for sevral weeks...i remember we rubbed down the walls with light sand paper to smooth them, then applied a watered down pva..ithink we left that overnight and then gave them a couple of cheap white emusion which was also diluted further..finally the top coat of matt paint.. i have removed all the flakey paint and sanded down the wall...can i use http://www.ukdecoratingsupplies.com...rs/thompson's-stain-blocking-damp-seal-250ml/ to fix the problem...i think there was a little time when the pipe was leaking slightly in the showe next to the wall, but i tightened the pipe and the leak stopped..perhaps it was that that caused the damage....we gonna paper the room now..
 
I think you'll find there is a leak somewhere. You only get that sort of effect from a leak.
 
I would hack it off, and have a look if theres a pipe in the wall, or something coming from the otherside.

You'll need to get it all done again anyway, but by hacking it off you might find something.

ill have another look , but like i said i cant see where...no leak from pipes connected to adjacent room where shower is ......bone dry underneath the shower tray...all tiles in shower cubicle were properly grouted with waterpoof grout/adhesive, showertray is sealed properly around the edges...cant see where it would leak from...????
 
You say the bathroom is on the otherside, if there are any pipes in the wall, there maybe a tiny leak in one that inside the wall? Or could be a leak above and dripping down the cavity?
 
A few observations, notes and questions....

There is alot of water in that wall probably from a leak.
Water proof grout doesnt mean that it is impervious to water.
The coat of PVA you applied to the wall was not a good move.
How long had the pipe been leaking for before you noticed and rectified?
What made you notice that there was a leak?
Im assuming this was previously an exterior wall, can you corfirm?
What construction is the wall, solid brick, cavity, stone?
Was there any furniture tight to the wall in this location?

As someone has previously mentioned, investigation is going to show up something.
I think if you paint over with some damp seal and re-paint then you will be back here again :(

applied a watered down pva

That's a good way to make paint peel off.

If you have a look at the paint tin, it will tell you to seal the new plaster with a mist coat of emulsion thinned with water.

You might as well scrape it all off now. Apply warm water with a large soft btush and use a broad metal scraper.
 
That pipe that runs along the top of the skirting, check that for a pin hole somewhere
