Price for fitting a towel rad

What sort of time would you plumbers out there allow for the following (about):

Remove rad in kitchen and replace with towel rad... similar position, 10mm copper, pipes run just above skirting board and no need to hide or box in.

Obviously job includes time for draining down, refilling and adding inhibitor.
 
On a sealed system, drop the pressure and freeze the pipes. Probably wouldn't add any more inhibitor tbh, providing there is inhibitor in. Conventional system, bung the f+e tank. Probably an hour and a half.
 
Why would you freeze pipes on a sealed system,And not with bunging After vacuum set in no need for this on either . Have blown up to 22mm like this and 10mm is a piece of cake,
Depending on fixings and wall type as said no more thanhour and a half
