Radiator problem

Upstairs rads hot, very hot, down stairs rads cool, 6 rads upstairs, 5 down stairs. Removed and flushed all rads, verified that valves are fully functional.

The system is a sealed pressured system operating at 2bar.

Pump fully functional, even bled the pump.
Down stairs rads are hotter at top of rads, bled all rads...no air in system.
Pump in use is a myson with 3 settings 1900rpm thru 2500rpm. doesn't matter what setting pump is set at the rads down stairs remain cool.

Any advice would be appreciated.

May be a balancing problem, or may be sludge. Also old pumps can go slow or otherwise not work as well as when new.

Close upstairs rads. If lower rads are still cool at the bottom that's classic sludge - powerflush required. But if there's dramatic improvement try with upstairs rads opened just half a turn on the valves. If no big difference then change the pump - sludge wears them out so you'd generally replace at same time as powerflushing anyway.

is the rpm on the pump sufficient @1900 thru 2500rpm or would I need a larger pump?
Power flushed all the rads but rads are only heating up when upstairs rads are switched off.
Opened rads upstairs half way and all but two of the rads downstairs heated up, the one furthest away and the one closest to the boiler. The three in between all heated up but not to the same temperature as the upstairs.
Closed off the three hot rads and the one closest to the boiler still doesn't heat up....tepid at best.
