Radiator valve problem!!!!

I've got a new boiler which works fine but our radiators weren't regulating properly so we had new TRV's fitted to every radiator only problem is I turn them to 3 and the radiator goes off but turn it to 4 and it's scorching hot I can even hear the water flow stop when I turn them from 4 to 3, HELP PLEASE I'm going insane

A TRV looks very similar to a standard radiator valve except it has a larger head with numbers or markings on. The numbers or markings correspond with temperatures. Therefore if you set it to number 3 it should allow the room to heat to approximately 20°C.. When the sensor in the TRV senses the correct ambient air temperature it closes a valve inside, stopping the central heating water from flowing through the radiator.

Forget about the radiators for a moment.

Is the room too hot, too cold, or just right?

What is the setting on your room stat?

Is there a TRV in the room with the stat?

Are the internal doors kept closed when the heating is on?
 
A TRV, in essence, is just an automated tap, it opens when set higher than the ambient temperature, and closes when it reaches the set temp and repeat..... So it seems to be working the way it should be, not sure what you are expecting?

Remember that TRV's are only part of the boiler system, they need to be set up alongside the other controls, boiler output setting, thermostat and also ensure that the system is balanced correctly.

When the heating is on and is needed they really do not close but regulate a flow through them, well the good ones do. Unless it's a warm day and no heating is needed all you'll feel is more or less surface area of the radiator hot from the top down in a stretched elongated upside down U shape if you could see the heat.
