Removing wallpaper to then paint wall

I've just done one bedroom, and want to ask before the next.
When I removed the paper, with water and additive, it brought off some of the original paint. I've then ended up scraping off loads more and trying to polyfill the edges of the remaining paint. Didn't work entirely and you can still see edges to the old paint.
Would a steam stripper do the job better ? or am I stuck with old paint that didn't soak in properly to the origianl plaster ?
Am I being too fussy ? or should I get a different assessor ( the wife !)

You have 4 options.

1. Use lining paper.

2. Scrape off the rest of the remaining paint.

3. Get a plasterer in.

4. Leave it.

I'd go for 3 if money isn't a problem, otherwise 2.
