When rendering onto sandstone should you treat the surface before you start to stop it from crumbling?

I'm no expert but my dad's house is sandstone and its painted. Even though he uses special keying agents sealers etc, he has to repaint it every 2 years as the surface just crumbles away as nothing seems to adhere to it.
