rendering - thickness & type of sand etc

We are at the stage of where our new extension needs rendering.
We have been told various things when it comes to rendering..lol So I thought I would ask you guys :) as you just dont know who to believe and it contadicts each other!

The render is covering breeze blocks walls and we are aiming for a smooth finish.

So firstly what type of sand should we use. Have been told all different types, including a very fine washed type.

Secondly how thick should the render be. Again been told various things.

And thirdly, some say we should just do one layer, another says there should be two, with the first being a scratch coat and then the top being the final layer.

Please can anyone help. We can't get our completetion certifacte until we have rendered the walls ( never knew that! - bloody council keeps moving the goal post!!!)
