Roofing felt breaking up

The roofing felt in the loft under the roof tiles of my 1960's house is brittle and breaking up into dust.

What is best thing to do from the inside of the loft without having to take the tiles off. Is there any product I can use?

Its past its sell by date ,the real answer would be to remove the tiles and renew it but this could be quite costly,what condition are the tiles in??

if its only for cosmtic purposes plareboard the loft out and put in some lights and flooring
