Rough concrete to insulated floor: how best?

Have a stable conversion in mind. Has a roughish concrete floor with no DPM, that I don't want to take up. So thinking I best have a liquid applied dpm, thin screed then an insulated floor board? All advice on techniques and best products gratefully received please!
 
Conversion to what exactly? Doing this to Building Regs? How level is the existing? How rough is the existing slab? Got a photo? How much depth will you have to play with?
