Rust coming through Post & Rail Fencing - what to do..

I'm trying to help someone out with this. They have a lot of this 'post and rail' fencing leading up to their house. Its old but was a bad purchase from the beginning. The iron bars in the posts/rails rust - with the rust coming through as you can see from the photo.
They look unsightly - and anytime theyre painted the rust comes through in no time at all. I'm just wondering if theres anything that can be applied underneath the paint to keep the rust in!

Is that reinforced concrete I'm looking at?

It wants to go to the tip. Looks to me like the steel was too near the surface, has gone rusty, split open the concrete cover.

Ther are specialist ways of repairing RC - sand blast, epoxy, grout, render - if it's an expensive bridge or building - but that stuff isn't worth the trouble.

I suppose they could buy some rust coloured paint that wouldn't show?

@John D: Replacings just not an option. This is in a rural setting and theres a very long run of this stuff. Removing alone would be a big job. Also, the people concerned are pensioners on a very limited budget.

@Nige F: Never heard of this stuff. Will check it out. Is its similar to 'Hammerite'. Have used the latter before and whilst it lasts a bit longer than conventional paints in preventing the rust coming through, it still cant hold it back for too long.
Is Rustoeleum much more expensive than conventional paint?
