Sand-cement-lime

Lately the sand available locally seems to me to be a bit 'raw' - adding plasticiser doesn't seem to help much as it just seems to soften it almost making it sloppy and it seems to have no body. Would adding lime help? does a 6:1:1 mix go as hard as a standard sand/cement bricklaying mortar?
 
I used to use sand, lime, cement, for outside render and a different mix for tirolean finish.

Usually I used soft sand and about 9 : 2 : 1

But whilst the cement goes hard after the usual time the lime content takes many months to fully harden.

The lime being very fine gives a putty like feel and was quite sticky for rendering.
