scaffold tower, stabaliser legs

Hi All,
I need to put up an aluminium mobile scaffold tower. I am pasma trained but cant remember how high it needs to be before you use the stabaliser legs.
My company has ordered the scaffold for the job and I'm not sure what height it will be.

Is it a case of a minimum platform and working height and then you use the legs.

A tower of just single story height will rock all over the place, so regulations aside, you just need common sense
