sealing a new heated screed floor

we just laid a new sand and cement screed floor with UFH pipes in it. our builder advised us to seal it with some diluted PVA / Unibond on Sunday , 4 days after it was laid,

the screed has little fibres in it for strength, we were going to tile over it but low budget etc means we want to put a clear coating on the floor and keep it like that, maybe forever.

I 've been browsing around just now & realise we maybe should have got a polished concrete floor specialist in first. Its too late for that now,, but anyway, what are my options? Its flat but not a polished mirror surface, can I put dilute PVA on now to seal it, to stop it from "opening up" or "dusting up" as my builder advised and then coat it with 2 pack clear laquer in 3 months time when its completely dry? (the screed is 3 inches thick) We need to get in there and fit kitchen, skirting, lights, sockets, paint etc. thanks, Chris
 
I would opt for a cheap bit of carpet (carpetright) or some cheap laminate myself but then i have never seen what you are describing done.
