sharpen garden shears - dremel?

I need to sharpen my garden shears.
Can I do this with a dremel and if so how ?

You be better using a smooth file.

Use a Dremel & you could remove to much. Use a file as GCOL suggests.
I do you cant go wrong to it 2/3 times a year keep the blades good enough to cut paper.
