Shower Temp Adjust Query

We have the shower/bath controls as shown below, top single lever is the shower, bottom two control hot and cold for bath.

The temperature of the shower is far too low, and the only way to get warm out is to open the cold bath tap to give the hot a chance.

Cylinder temp is 65 to 70 degrees.

Question...how do I adjust the shower temperature?

I think it's an Axor mixer.

When on shower, no water should come out of the bath taps and vice-versa.
I don't understand being able to turn on the bath cold tap whilst using the shower.

Who fitted it, John Wayne?
