My boiler will try and fire up the fan starts then the burner ignites then the lot goes off.red light comes on. if you switch the mains off and on a few times it clears the fault. Some times it will start its self and run for a few minutes. If you try and get hot water the lot shuts down. One engineer said it was the pcb board with out opening the case. any thoughts

I don't think that it is likely to be the PCB although it could be.
But its a gas/combustion issue which we don't give detailed advice on here as DIY gas repairs are not to be encouraged.
But on what basis did that engineer come? If he was not being paid to diagnose the fault then one would not expect him to be likely to tell you what it really is if he thought you just wanted a free diagnosis so you could try to repair it yourself.
I always charge to diagnose boiler faults.
