Does a single storey extension require vented soffits if I'm going to have a lower flat ceiling and put wool on them joists?

Roof has roman tiles and breathable felt.

I phoned the building inspector. He said it wasn't required because of breathable felt.

    Confused now

We always fit OFV's to supplement ventilation.

Warm roof does NOT require vents.

The enclosed void of a warm pitched roof does not require to be ventilated. ... Rather than actively ventilating to the outside, entrapped water vapour diffuses through the vapour permeable underlay; negating the need for forming cavities or voids below the underlay

    Google it as well.

Agree, does not need venting if it has breathable membrane, but they can also aid vent with tile vents.

So is the roof style a cold roof? What would make it a warm roof?

What is the roof build-up from inside face of plasterboard to outside face of tiles?
