What size do these documents need to be in. Most of the sites I have come across have it in A4 format at the required scales. Is A4 Paper size accepted by the local authorities? or I need A3 size?

There should be a guide on the local council website. A4 is OK here

Just a minor thing, if you are submitting a planning application via the Planning Portal, if possible... try and submit two different drawings (i.e. Location Plan, Site Plan) as opposed to one Location and Site Plan drawing. It just makes the upload process easier.
