step up to internal door

I'm converting a garage into a living room - the finished floor height is going to be 7cm lower than the existing house floor that adjoins, which means a 7cm step up to the doors to the kitchen and the old living room. 7cm doesn't seem enough of a gap to merit a landing step but I can't find anything in building regs that says if one is required.
 
It's not a landing but it is a trip hazard. A step should be 150mm minimum.
