Storage heater

I've probably missed something glaringly obvious, but it looks like there may be no main earth connection to the DB in the first picture. Not that it would stop the heaters from working.
 
I think I do. The elements that were not o/c must have been pretty hardcore right?

Unless you are conversant with the black box in the middle pic.
You may miss the problem.

Not sure what RF has seen but got me worried now.

As for the earth, never noticed that, may go up in the back of the board from the top of the earth block.
 
It really looked to me like the CU was connected across two phases, but I've now had a really good look and can see that this is not the case.

Was it just a shafted contactor then?
 
Control circuit for the contactor not done correctly? Only one core....?
