Three-Port Valve??

I was called out a few weeks ago to a boiler where the radiators where not getting warm at all but they had HOT Hot water, upon investigation I'd worked out it was wired up incorrectly so i called a sparky and got it put right well now the Rads are lovely but the water is warm not hot!!

I'm thinking three port valve when i force it open it seems to work i have replaced the sycron motor to no avail, but i am wondering if the body is a little blocked or just a knackered spring working the wrong way round for so long.

But i'm not 100% certain on this and i have that nagging feeling that something isn't quite right with my diagnosis would appricate any Suggestions or if anyone agrees
 
Honestly nothing daft in this house been incorrectly working for years only reason they noticed it and called me was because the cylinder has scaled and subsequently noticed heating problems.

I am sure it is on the right way,
 
Have you checked that when dhw calls, the rads are off and vice versa? If the timer allows to do so, I always set it to run at different times. That way the heating works faster and the warming up of the cylinder too. A new model cylinder can take more than 10 kW as far as I know
