Towel Radiator

My towel radiator in bathroom has not been working properly-only bottom half was hot. I bled the radiator by letting the air out (heard hissing sound for 10 secs) and thought problem was solved as radiator began to heat up. 1 hour later radiator was only luke warm so bled again, this time water squirted out of small hole at top next to screw. Have tightened screw at top so no air/water can come out now but radiator stone cold-Can anyone suggest what I should do?

Do I need to call a plumber or can anyone give me some advice as to what to do next?

As I said I opened the valve and water poured out so I quickly shut this off. Do I need to drain this off or not?

Will this effect any other radiators in the house?
