triton shower - no hot water

With the dial fully around to the hot position the shower is only luke warm. there is loads of pressure and the flow rate is very good, i have also removed the handset and ran the shower which made no difference. does this mean its the heater can that needs replacing or could it be something else?

could be many reasons you'll need to run a few checks with a multi meter.
ie heating elements, outlet tco.
