two way switch fault

problem only came to 'light' when replaced twin spot bulbs with new Ecotone equivalents.one failed after a couple of weeks then the other flashed every ten seconds or so when the circuit is OFF! Removed cover and measured voltages - 240v across lamp holder when on and 90v across lampholder when off.What's going on!?!

Its not uncommon to have a voltage on a netral cable when the circuit is switched off, are these bulbs "low wattage" or "energy savers"? if so it could be the internal control circuit of the bulb thats at fault
