Tyrolean Rendering

Is it possible to Tyrolean render (TR) over a previously painted wall. Wall in question is a concrete render overpainted with what looks like gloss paint and then Dulux weathershield wall paint. Would it work roughing over then applying PVA or similar or and then TR or is this just a lost cause

No that okay to do providing the preparation is done correctly.Rough it with wire brush,no grease on walls,must be clean etc then a good brand sealer like PVA bonding sealer.
