Vapor barrier

Just bought a Bungalow with dormer beds up top. The dormers bedrooms are stud wall with plaster board. The roof is old style torched rosemary tiles. There is no insulation on the back of the plaster board stud wall so it will be freezing in winter. Do I put the vapor barrier on the back of the plaster board then the insulation or insulation first then staple / fix the barrier to the back of the studs?
