Water pressure reducer valves.

Those pressure reducer valves, which screw onto a tap, to reduce the pressure to hosepipes and drip watering systems, they have an air vent hole on the side.

Is it normal to expect a steady, constant drip to come out of the hole, when the tap is turned on? I also get a hefty squirt of water from the hole, when the tap is first turned on, is that normal?
 
No experience. It's absolutely not normal to have a leak or a jet of water coming out of it. I am shocked it even has an open hole. Get an inline service valve and half close it.
