Water Pressure Worcester 28cdi

When using hot water which is heated by a Worcester 28cdi combi boiler and you switch the cold water tap on the hot goes off, this is worse upstairs, but downstairs the hot shrinks to a trickle. With just cold on there is a good pressure any help would be appreciated.

Are you at the top of a hill, or top of a block of flats?

Do you know what your incoming water pressure and flow rate is?

Do you have a check valve, and/or a filter, on the incoming cold mains?

Has it always been like this?
 
Is a corner terrace house in a close, the water pressure at the downstairs tap is fairly powerful with only cold on.
