Water Temperature Fluctuation

My water temperature is fluctuating after I drained and flushed my 20 year old water heater.I thought it may extend the life if I flushed it. It had never been drained before. Since then I have replaced the water heater and experience water temperature fluctuation from very hot to warm in all of my faucets. What can it be?
