weak spray, won't fill (GE)

The GE dishwasher in a house I just bought won\\\'t clean my dishes. Not sure how old the dishwasher is, but it\\\'s not very new. Water comes in thru a hole on the side, and water halfheartedly spurts out of the spray arms. Maybe 4 inches at most. The arm does not turn. The water seems to drain immediately; the basin does not fill up. I tried to get the spray off arm but couldn\\\'t. There were no screws. What should I be looking at?
