what's going on here?

I've noticed that my energy-saving light bulbs emit a low noise when the light switch is off!

I've also ascertained that this only happens in my lighting circuit - if I put one of the bulbs into my table lamp plugged into the ring main I hear nothing.

If there is noise there is energy being consumed - is there something wrong with my wiring??
