Israeli Prime Minister Benjamin Netanyahu has officially moved forward with a settlement expansion plan in the occupied West Bank that would make any future Palestinian state virtually impossible. The Israeli leader signed an agreement on Thursday to move ahead with the project, which would bisect the West Bank. "We are going to fulfil our promise that there will be no Palestinian state. This place belongs to us,” Netanyahu said at the event in Maale Adumim, an Israeli settlement just east of Jerusalem.

“We are going to double the city’s population.” The development plan, which includes 3,400 new homes for Israeli settlers, would cut off much of the West Bank from occupied East Jerusalem while linking up thousands of Israeli settlements in the area; far-right Israeli Finance Minister Bezalel Smotrich said settlements such as E1 will help erase Palestine from the map, even as Palestinian statehood gains increasing recognition from UN member states.

“This reality finally buries the idea of a Palestinian state because there is nothing to recognise and no one to recognise,” Smotrich said.
21 countries, including the United Kingdom, Australia and Japan, condemned Israel’s plan to build its new settlement.

Germany announced on Thursday that it will back a France-led proposal for a two-state solution, the Bloomberg news agency reported. Berlin is planning to support a UN resolution this week to adopt the New York Declaration, led by France and Saudi Arabia and calling for the creation of a Palestinian state and a right to return for refugees. Belgium, France and Malta have pledged to recognise a Palestinian state at the UN General Assembly session this month. Other countries, including Australia, Canada and the UK, have announced conditional recognitions, but it has remained unclear whether they will do so at the gathering.

Algeria’s ambassador to the UN, Amar Bendjama, said: “Israel behaves as if law does not exist, as if borders are illusions, as if sovereignty itself is a dispensable motion, as if the UN charter is an ephemeral text.” Noting Israel’s attacks on Syria, Lebanon, Yemen and “renowned peace broker” Qatar, he added: “This is not strength, it is recklessness. It is a sign of madness. It is the conduct of an extremist government, emboldened by immunity [and] impunity. A government driving the region and the whole world toward the abyss.”

The senators, who visited Egypt, Israel, the occupied West Bank and Jordan, argue that Israel’s actions in Gaza constitute a deliberate strategy to ethnically cleanse the local population rather than collateral damage from the war against Hamas. The lawmakers also met with former Israel Defense Forces soldiers who described participating in “systematic destruction of civilian infrastructure”. Their report noted first-hand accounts of “how this was a part of an intentional pattern of using explosives to blow up whole city blocks, houses, schools and other civilian sites”. Israel replaced the UN’s hundreds of distribution sites with just four aid points for 2 million people, three located only in southern Gaza.

The senators documented arbitrary restrictions that have left aid groups unable to predict what will be denied entry...Each truck, the report says, is subject to a new $400 customs processing fee, and when the truck is not able to make it through the screening process, the $400 has to be paid again to join a later convoy. Because of those and other restrictions by the Israeli government, humanitarian aid coming in from Jordan was currently operating under 10% of its capacity, according to the report. In Egypt, the senators report, the UN’s fleet of trucks have “sustained severe damage”, with United Nations organizations showing the senators video of their convoys coming under fire from the IDF, “a regular occurrence”.

When asked if the state department would review the 19-page Senate report, a senior official said in a statement that the lawmakers’ “partisan attacks are counterproductive” and are “working against the goals of restoring stability to the region”.

Anger over ultra-Orthodox Israelis’ refusal to serve in the military – even as many in their community back the war – is widening rifts in Israel and could soon “explode”, says Israeli affairs analyst Dan Perry. “The fact that 80,000 potential soldiers from this community are basically Absent Without Leave and are completely uninvolved in the war effort is seen by the rest of society increasingly as brazen,” Perry told Al Jazeera.

He said that while the war is largely unpopular among the general public, the ultra-Orthodox – or Haredi – community almost unanimously supports the government that is directing it. “So that means most of the people who still favour the war are refusing to fight in the war,” he said. “This irony – indeed this outrage – is not lost on Israeli society. And some serious toxic divisions are pretty much ready to explode.”

Yes, in certain circumstances, a person, including a Jew, may seek asylum in the UK for refusing to serve in their country's army, but it is not guaranteed. To qualify, the individual must prove a well-founded fear of persecution for refusing military service, which is difficult as general fears of military duty are usually not grounds for asylum. However, an asylum claim could succeed if the refusal is based on a fundamental opposition to the military's involvement in actions contrary to international humanitarian law, or if the individual faces punishment such as ill-treatment due to their political or religious opinions.
A Palestinian fleeing torture, execution, rape etc, by Israelis would also be eligible for asylum, if only they could escape.
For most Palestinian nationals in Gaza, this means they are entirely cut off from the protection they would otherwise be entitled to under international law. Theoretically, they have a right to seek asylum. In practice, that right cannot be exercised.
