Is it acceptable to use 2.5mm live and neutral and 1.5mm earth singles in PVC conduit to feed sockets on a ring?

Yes, it complies with the adiabatic equation as opposed to a tabulated value.
Same reason as having a 1.5 CPC in a 2.5 twin and earth.

Convention is to use the same size in conduit/trunk (in smaller csa circuits), but reducing the size is fine as long as it complies with table 54.7 or the adiabatic equation.
