Were do you stand legally if you install your cables 1st fix in the required zones, and then later before they are plastered a plumber moves them to accomodate there pipes and there are no longer in the zones, but you know nothing of this. Then they get plastered hiding everything. If someone drills through them and blames you for not having them in the right zones?

I take it that they found them with a drill bit?

Maybe worth looking at the Health and Safety at Work Act sections 7 and 36.

Considering the low price of digital cameras and the quality of current cameras on mobile phones you could always take a few photographs from each job and archive them on a CD/DVD/HDD etc for instances like this.
I personally don't do it but think it's a good idea and worth considering.
