The bottom layer of chipboard is solid so I was thinking to leave that and not try to attach anything to the joists beneath. So are you suggesting to get rid of the faulty/failing plasterboard? What would be a suitable replacement for fire/acoustic insulation?

I am repairing a bathroom floor which has crumbling chipboard.

I've discovered that under the 22mm chipboard is some kind of plasterboard (18mm) with a small amount of fibreglass wool under that and then more chipboard underneath...
