I have a split level ceiling where an extension was built and the extension level is lower and that is flat so I would like to have a similar surface appearance throughout.. The extension ceiling was in place before we bought the house but God only knows why they made the ceiling a lower level.

Can I paper a ceiling that has already been papered(heavy embossed paper) and then painted with a vinyl emulsion?
