problem is not pcb!! Sounds like diverter is stuck in heating position and cycling round the short circuit hence the loopwarming up and the boiler reaching temp and and cycling on off

have you opened the aav on the boiler

Baxi 80e doenst have a pilot light burner lits on demand/ call for heat hotwater it sounds like the flame sensor may not be rectifing so shutting down the burner If you put a demand on does the burner light fail light fail several times before locking out???
