No its not. Its just replaced the towel rail that was already there which was always on when heating on and not affected by the hot water.

Had a radiator fited in place of a heated towel rail in bathroom but it is not working. It is full of water but it is not hot. All other rads on the system get hot. There is no TRV and both valves are open. All radiators have been beld and pressure is a correct setting on central heating boiler...
