You could try sadolin superdec, it's very hard wearing, it's what they use on beach huts!, once you have made the sill sound, it is self undercoating, but it is an opaque finish.

You could try zinsser cover stain.

It is quite on trend at the moment to use a vinyl matt, and use a clear wax over the top to protect it, or you could use a diamond matt which would be a bit more hard wearing
